Security Roles for Student Plans

Use the following security roles to grant your staff members access to student plans.

Security Role	Plan Access	Template Access
MTSS Student Plans Viewer	Read access To student plans if the plan district matches the staff member's associated district. To non-secured plans when the staff member has permission to view the student information. Cannot create or edit plans.	Read access If the template district matches the staff member's associated district or if there is no associated district. Cannot create or edit templates.
MTSS Student Plans Author	Read access To student plans if the plan district matches the staff member's associated district. To non-secured plans when the staff member has permission to view the student information. Create plans For students to which the user has access. Students must be in plan district. If creating a plan from a secure template, can add the user to plan membership. Edit If the plan district matches a user-associated district. If the template is secure, the user must be associated with the plan. If the template is non-secured, the plan must be for a student to which the user has access.	Read access If the template district matches the staff member's associated district or if there is no associated district. Cannot create or edit templates.
MTSS Student Plans District Manager	Read access If the plan district matches a user-associated district. If the template is secure, the user must be associated with the plan. If the template is non-secured, the plan must be for a student to which the user has access. Create plan Associated with a user associated district Create plan for student to which the user has access and student must be in plan district. If creating a plan from a secure template, add the user to plan membership. Staff assigned to plan must belong to district selected for plan. Edit If the plan district matches a user-associated district. If the template is secure, the user must be associated with the plan. If the template is non-secured, the plan must be for a student to which the user has access.	Read access If the template district list contains a user-associated district or is empty. Create template Template associated with a user-associated district. Can create a template set as Is Secure. Edit If Template district matches a user-associated district. Can update existing template to Is Secure. Cannot edit state-level templates. Cannot set a non-state level template to be state level.
MTSS Student Plans District Administrator	Read access If the plan district matches a user associated district. Create plan Associated with a user associated district. The student assigned to plan must belong to the district selected for plan. Staff assigned to plan must belong to district selected for plan. Edit If the plan district matches a user associated district. The student assigned to plan must belong to the district selected for plan. Staff assigned to plan must belong to district selected for plan.	Read access If the template district list contains a user associated district or is empty. Create template Associated with a user associated district. Can create template set as Is Secure. Edit If Template district matches a user-associated district. Can update existing template to Is Secure. Cannot edit templates that are state level. Cannot set a non-state level template to be state level.
MTSS Student Plans State Administrator	Read access for all plans Create plan Associated with any district The student assigned to plan must belong to district selected for plan. Staff assigned to plan must belong to district selected for plan. Always Edit Associated with any district The student assigned to plan must belong to district selected for plan. Staff assigned to plan must belong to district selected for plan.	Read access for all templates Create template Associated with any districts or no district. Can create template set as State level. Can create template set as Is Secure. Always Edit Can update existing template to be state level or Is Secure.
