Absence Type editing now respects SIS Create Absence setting

Previously, Absence Type editing was unavailable for all districts when the Absence Create option was turned on, even for districts that don't use PowerSchool SIS or the Create Absence feature. This has been updated so the behavior is now conditional:

• When SIS Create Absence is turned on, absence type editing is unavailable for all staff and guardians (no change).

• When SIS Create Absence is turned off, absence type editing is now available to staff only based on your existing permissions. Guardians will be able to edit the absence type in the various portals, but this option is dependent on other apps being submitted to the app stores.

This change applies across all SafeArrival administrative interfaces, including the Admin Dashboard, Attendance page, and Absence management pages. No action is required. Districts that do not use SIS Create Absence will automatically regain the ability to edit absence types.

This fix will partially resolve Idea SM-I-419: Reenable editing of absence types.
